Governor Andrew M. Cuomo called on the legislature to codify his 2015 Executive Order establishing a special prosecutor to investigate cases of unarmed civilian deaths involving police officers into state law. The Governor’s FY 2020 Executive Budget included legislation to codify this Executive Order and enhance the accountability and professionalism of New York’s law enforcement agencies. This proposal establishes an Office of Special Investigation within the Office of the Attorney General to investigate and, if necessary, prosecute police officers in cases where law enforcement are involved in the deaths of unarmed civilians.
